Program Manager – Marketing Cloud (Microsoft Dynamics 365 Marketing) (Hybrid, 3 days onsite)
Length: 9 month contract (potential extension)
Location: Long Beach, CA 90712
Overview:
We are seeking an experienced Program Manager – Marketing Cloud with a strong Healthcare domain background to lead large, multi-track digital marketing and customer engagement programs leveraging Microsoft Dynamics 365 Marketing.
This role supports healthcare payer and provider organizations in delivering compliant, data-driven, and personalized communications across members, providers, and brokers. The Program Manager will own initiatives end-to-end — from strategy and roadmap definition through execution, governance, and measurable value realization — while ensuring regulatory compliance and delivery excellence.
The ideal candidate brings deep experience in managing Dynamics 365 Marketing platforms within regulated healthcare environments and has successfully led cross-functional transformation programs spanning marketing, compliance, business, IT, and vendor partners.
Responsibilities:
Program Strategy & Execution

Own and manage end-to-end Marketing Cloud programs across multiple workstreams, releases, and geographies.

Define program scope, objectives, KPIs, and delivery roadmaps aligned to marketing and engagement outcomes.

Drive integrated planning across:

Campaign orchestration

Journey design
-
Segmentation and personalization
-
Integrations
-
Analytics and reporting
-
User adoption and change management
-

Ensure delivery across schedule, budget, quality, and scope commitments.

Manage budgets, forecasts, and resource plans (including onshore/offshore models).

Track benefits realization and ROI tied to engagement performance and operational efficiency.
Stakeholder & Governance Leadership

Serve as primary point of contact for Marketing leadership, Sales, Broker and Provider engagement teams, IT, Compliance, Privacy, and external vendors.

Establish and lead governance structures including steering committees, executive reviews, RAID management, and program reporting.

Translate marketing and business needs into actionable program deliverables.

Support SOW execution, change requests, and commercial governance as required.
Regulatory & Compliance Oversight

Ensure Marketing Cloud solutions align with healthcare regulatory requirements including:

HIPAA
-
PHI handling standards
-
Consent management
-
CAN-SPAM
-
TCPA
-
Data privacy regulations
-

Partner with Compliance, Security, Privacy, and Legal teams to embed controls within campaigns, journeys, and customer data models.

Support audit readiness and maintain documentation for regulated healthcare communications.
Platform & Integration Oversight

Oversee integrations between Dynamics 365 Marketing and upstream/downstream systems including:

CRM platforms

Enrollment systems
-
Claims systems
-
Member portals
-
Customer Data Platforms (CDPs)

Analytics and reporting systems
-

Guide best practices for Dynamics 365 Marketing architecture, release management, and environment strategy.

Partner with architects, product owners, and marketing SMEs to deliver scalable, secure, and future-ready engagement solutions.
Qualifications:
-
8+ years of experience in Program Management or large-scale project leadership.

5+ years managing Microsoft Dynamics 365 Marketing programs.

Strong Healthcare domain experience (Payer, Provider, or Health Services).

Demonstrated experience managing multi-vendor, cross-functional marketing technology initiatives.

Expertise in Agile, Hybrid, and Waterfall methodologies.

Strong executive communication, stakeholder management, and presentation skills.
